MOEL Carries out the Intensive Promotion Month of May for the National Employment Support Program
 
The Ministry of Employment and Labor(Minister: An, Kyung-duk) designated May as a month of intensive
promotion for the National Employment Support Program with an aim of encouraging job seekers who
need support to utilize this program and cheering for their successful employment.

As Korea's employment assistance, the National Employment Support Program is the second layer of the
employment safety net to provide support for employment and livelihood to vulnerable groups such as the
young, long-term job seekers, and women willing to return to workforce after career breaks. Introduced in
2021, this program marks its second year this year.

With the help of one-on-one in-depth counseling with job counselors, participants of this program will
make a job-search plan based on their individual willingness to work and be provided with various services
such as vocational training and work experience programs.

In addition, up to 3 million won will be provided for Type I job seekers as job-search promotion subsidies
while up to 1.954 million won for Type II job seekers as job-search activity support subsidies on the
condition of their sincere job-search efforts according to their plan. 
 
In the first year of its implementation, employment support services were provided to 432,000. This year
123,000 applied, among whom 106,000 met the requirements and received customized employment
support services(As of April 28).

The government will carry out all-round efforts to promote the program both on- and off-line for a month
of May to ensure more people can get the help they need.

<1> A promotional content contest will be held from May 9 (Mon) to June 10 (Fri) to recruit contents(card
news, webtoons, videos, etc.) that introduce the program and reviews after experiencing the program.

The contest will look for contents that introduce the program in an-easy-to-understand way by using MOEL
characters, or reviews after experiencing the program, such as its application, counseling and work
experience services. Laptops or other gifts will be provided for selected contents.

<2> Participatory events will be held through various online channels, and those who participate in the
events will receive a small gift through a lucky draw.

ㅇ (Message to cheer up job seekers) SBS News content, which introduced the program based on
interviews with job seekers, is released on social networking sites of the Ministry of Employment and Labor.
After watching these video clips by May 11 (Wed), anyone can leave a word of support for job seekers.

ㅇ (Eligibility checking) From May 2 (Mon) to 16 (Mon), job seekers can visit the National Employment
Support Program website to check your eligibility for the program. They easily check whether they are
eligible to receive national employment support services, and follow-up counseling is also provided if
necessary.

ㅇ (Emoji event) Following the free distribution of MOEL emoji on Kakaotalk in January, the second version
will be developed and distributed. From May 16 (Mon) to 30 (Mon), you can vote for the most cheerful
emoji and leave comments to support job seekers on the counseling chatbot of the National Employment
Support Program. If you add the National Employment Support Program Counseling Chatbot as a friend
channel on May 31 (Tue), you can download MOLE character emojis “Yirumi” and “Milchagi”(first-come,
first-served for 250,000 people).

<3> A visiting counseling service will be provided at apartment complexes in major local areas across the
country from May 16 (Mon) to 27 (Fri).

This service is provided for those who look for a job but have difficulty visiting an employment center due
to the COVID-19 situation. In addition to job counseling, free drinks will be provided at a coffee truck to
cheer for them.
* Coffee and other beverages will be provided for a total of 4,500 people in 15 apartment complexes in
major areas nationwide.

<4> Meanwhile, the intensive promotion for the National Employment Support Program of May will also be
carried out in various ways that fit characteristics of each local area at employment centers across the
country.

ㅇ On- and off-line info sessions will be held for the graduate class of specialized high schools and
universities in each local area. Visiting promotion events will be held for young people at not only libraries,
study cafes, school districts, and language test centers where job-search efforts take place, but also
university festivals.

ㅇ Coinciding with a number of cultural events in May, promotion events will also take place targeting
visitors of local festivals(Bucheon), sports clubs(Anyang KGC), professional baseball stadiums(Lotte Giants in
Busan), and Lotte Cinema(Changwon). In addition, MOEL will cooperate with related institutions to identify
vulnerable groups in need of help such as school dropouts and marriage immigrants, who may fall in the
blind spot.

ㅇ In addition to local media and broadcasting, such as local daily newspapers, newsletters, radios, traffic
and cable broadcasting, various other media will be employed to get the word out across the country,
including screen displays at bus stops and subways, self-serve kiosk at highway service stations, and
apartment elevators.

Seong-ho Kim, Director General of the Employment Services Policy Bureau, said, "As a Korean
unemployment assistance scheme, the National Employment Support Program has built the foundation to
protect the vulnerable who are not covered by the existing employment insurance. We hope that more job
seekers will be able to take advantage of the Intensive Promotion Month of May."

He added, "The Ministry will continue to make its utmost efforts to promote and reinforce services so that
the National Employment Support Program can become an essential employment safety net for job
seekers.”
