? Employment Promotion Subsidies for Persons with Disabilities are paid even for those supported by the
“Youth Tomorrow Deduction”

? Enacted sub-regulations under a legal order to have employers submit results on education to improve
perceptions of disabled persons in the workplace

- Reviewed and passed a revision to the Enforcement Decree of the Act on the Employment Promotion and
Vocational Rehabilitation of Persons with Disabilities


□ Parts of the revision to the Enforcement Decree of the Act on the Employment Promotion and Vocational Rehabilitation of Persons with Disabilities were reviewed and passed at a Cabinet Council meeting on Tuesday January 4, 2021. The key points are as follows;

? Improvement of regulations on Employment Promotion Subsidies for Persons with Disabilities

□ Until now, the payment of Employment Promotion Subsidies for Persons with Disabilities has been disallowed if such persons are already covered by encouragement payments or subsidies under another law
such as the Employment Insurance Act.

ㅇ A request to change this was submitted based on the fact that employers were not receiving the full amount of Employment Promotion Subsides for Persons with Disabilities even when the total level of other
subsidies and grants received was lower than the subsidy itself.

ㅇ Accordingly, the system will be improved so that employers will receive the excess in the event that the
amount of subsidies and grants received is higher than the Employment Promotion Subsidies for Persons
with Disabilities.

□ There is also a need to exclude Employment Promotion Subsidies for Persons with Disabilities from rules
preventing the receipt of overlapping subsidies offered for different purposes.

ㅇ The “Youth Tomorrow Deduction” is aimed at helping young people remain employed for a long period
of time and have ample opportunities to accumulate assets, so those covered by the Youth Tomorrow Deduction are still eligible for full payment of Employment Promotion Subsidies for Persons with Disabilities.

ㅇ The enactment of these changes aims to strengthen support for employers that hire young people and
promote long-term employment and career building for young people with disabilities in the early stages
of their careers.

□ The revision will apply to Employment Promotion Subsides for Persons with Disabilities.

? Laying a foundation for the handling of sensitive information and delegation/commissioning of authority

□ The law was amended such that companies were legally required to submit the results of education on improving perceptions of persons with disabilities in the workplace.

ㅇ Work related to submitting such results was commissioned to regional employment and labor offices,
while matters concerning the receipt of related documents was commissioned to the Korea Employment
Agency for Persons with Disabilities.

□ Regulations covering authority were created so that sensitive information and unique identifying information linked to the submission of training results could be processed. Moreover, the law was amended regarding the basis for providing assistance and assistive technology devices to civil servants with
disabilities.

ㅇ The Korea Employment Agency for Persons with Disabilities was placed in charge of supporting persons
with disabilities in employment, and regulations covering authority were enacted so that sensitive
information and unique identifying information could be processed.

? Improving regulations governing penalties

□ Since the law was amended to require all employers to store materials connected to the implementation
of education on improving perceptions of disabled persons within the workplace for three years, a penalty
will be imposed in the event that this law is violated, and the standards for levying penalties have been
clarified.
